Market Power in a Deregulated Alberta Market

A comprehensive study of market power in the Alberta Power Pool including recommendation for mitigation of market power and the enhancement of competition. A fully detailed and comprehensive report was made available to the market stakeholders and a condensed report was made available to the public. The report was critical in facilitating market power discussion in the province and forwarding of methodology to mitigate market power in the province and create market liquidity.

A generalized overview of regulatory developments in North America in order to facilitate the client's corporate positioning in North America.

End-User Choice

Consultation to the cities of Calgary, Red Deer and Lethbridge to:

  • Further help them with their restructuring in the light of the competitive market.
  • Represent their interests during the consultation phases of the “End User Choice” and the “Section 42” stakeholder hearings.
  • Propose changes to the Alberta trading structure to remove some of the perceived vulnerabilities to market power and exploitation by extra-provincial entities.
  • Examine the market power of the Alberta market and how it might affect market development and efficiency.
  • Analyze the transmission interconnection and the potential for enhanced access to external markets.
  • Develop a Retail Access Strategy and a Customer Choice model for the City of Calgary.

    • ZE advised Calgary of the ramifications to Alberta of the BCUC retail access hearing and the BC Electricity Market Reform Task Force.
    • ZE guided Calgary in its intervention in the Powerex market certificate application to FERC.

Retail Access Model

A comprehensive study of the elements of retail access models and the development of retail access implementation considerations with regional and local impacts. The report was written to try and develop alternatives to the mandatory pool model that existed for discussion with the government. This was part of ZE's ongoing effort, on behalf of the municipal utilities, to try and affect market reform.

Review of West Kootenay Power's Transmission Access Application

Developed a strategy for intervention in a regulatory proceeding aimed at opening up the system for retail access. This process is important because the decisions made by the Commission in West Kootenay's case could have long-term ramifications for the region.

Status of Electric Restructuring in Canada

A jurisdictional summary of deregulatory activity and status to date in Canada. The report was prepared to facilitate ongoing market structure work in BC.

Coordination and Negotiations towards Regional Integration

Coordinated activities and supported negotiated between Alberta utilities and BC Hydro with the goal to enhance the embedded benefits of their markets and to take advantage of the regional integration within the WSCC. BC and Alberta developed interconnections and trade agreements that allowed the two entities to equitably share the benefits of market integration based on the value added by their resources to the transaction.

Power Pool Development

Provided witness testimonies before the CPUC and CEC in the development of the California market and helped steer California away from a mandatory power pool.
